The Action plan

The first meeting with the Trondheim-fjord's bag-net-fishermen was held on January 22nd 2005 in connection with their Annual General Meeting. The chairmen for the Orkla, Gaula, Skauga and Stjørdal River Associations and the Norwegian Salmon Rivers Association were present. The representatives presented the case for compensation to the bag-net-fishermen with regards to the cancellation of their bag- net-fishing to increase the number of wild salmon in the Trondheim-fjord rivers.

It was categorically stated that the purpose of the offer is not to remove the net-fishing rights from the bag-net-fishermen but to create a dual-purpose arrangement for the two groups of river-right owners and net-fishing-right owners. The response from the net-fishermen was generally positive and the local Net-fishing Association has participated in creating a contract that can be accepted by both parties.

The parties have agreed on the following principles:

· The agreement is based on a voluntary arrangement,
· The organisation "Elvene rundt Trondheimsfjorden" (ERT) is bound not to lobby anyone with the purpose of remove the net-fishermen's net-fishing rights,
· Any net-fisherman is bound to not use the bag-net(s) after signing the agreement,
· The basis for compensation is the registered annual catches in 1999, 2000, 2001, 2002 and 2003,
· A fixed price per kilo is to be used,
· A condition for the agreement is that 80 per cent of the total annual catches need to be achieved to make the agreement worthwhile,
· The net-right owners commit themselves not to allow their bag-nets being used as long as the agreement is in force, although netting for escaped farmed salmon is allowed after the ordinary fishing season is ended,
· Fishing for farmed salmon with nets is allowed based on permits from the Sør Trøndelag County Executive,

Last year's (2004) total sea catches was approx. 70,000 kilos in the Trondheim-fjord area. The average sea catches during the last 5 years are around 54,000 kilos. There are around 100 active net-fishermen fishing the Trondheim-fjord at present.

The total demand from the net-fishermen will amount to approx. NOK 4.0 million (£330,000) per year. The agreement is for 5 years with the probability of an extended arrangement. It is expected that the agreement will take place from the start of the 2005 season - June 1st.

The Organisation
The organisation, "Elvene rundt Trondheimsfjorden" (ERT) or the "Trondheim-fjord Rivers" was established in September 2004. Its purpose is to help to increase the number of wild salmon running the rivers of the huge Trondheim-fjord basin.
